SUMMARY

This position reports to the Property Manager for MidPen Housing and has responsibility for the daily operations of one or more properties. The Community Manager is directly responsible for operating the site(s) in accordance with MidPen Housing administrative guidelines and policies and procedures to ensure effective fiscal, physical and social soundness. The Community Manager takes initiative to seek solutions to problems unique to the site(s), develops and ensures adherence to operating procedures and Traffic Light Reports, and recommends appropriate policies that support MidPens strategic direction and plans.

ESSENTIAL DUTIES

* Supervises one or more Assistant Community Manager(s) and Maintenance Technician
* Maintains a working partnership with local community groups including government officials, law enforcement and fire safety professionals
* Collects rent, security deposits, makes bank deposits and verifies resident income.
* Ensures timely and accurate re-certifications, both interim and annual
* Manages delinquent accounts, resident receivables, and petty cash
* Assists Property Manager with the completion of monthly variance budget reports, annual budget preparation, and monitor fiscal status of the property.
* Obtains all required program certifications, remains current with compliance and regulatory requirements (e.g. Fair Housing, HUD, TCAC, COS), and ensures property and staff are in compliance
* Completes annual and interim re-certifications accurately and on schedule
* Assists with completion of MOR/TCAC reviews
* Perform other duties as assigned

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

* Associate degree and three years of multi-family residential management experience with a minimum of two years Affordable Housing knowledge, or a combination of education and relevant experience

KNOWLEDGE, SKILLS AND ABILITIES

* Demonstrated knowledge of Fair Housing Laws is a plus
* Must be empathetic, nimble and people focused
* Excellent written and verbal communication
* Tax Credit Specialist or Certified Occupancy Specialist certified or ability to become certified within 6 months of employment
* Proficient skills with Microsoft Office and property management software such as MRI, Yardi, RealPage, or Boston Post
* Must possess a valid California drivers license, reliable transportation, and proof of current auto insurance policy

PHYSICAL REQUIREMENTS

* Constantly perform desk-based computer tasks
* Frequently sitting
* Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds
* Rarely twist/bend/stoop/squat, kneel/crawl.
