Position Summary: The mission of the Spokane Tribal Enterprises is to develop and engage in businesses that create sustainable economic development & employment opportunities for the Spokane Tribe. Engaging and supporting the local communities and Enterprise staff through business operations and outreach programs. Spokane Tribal Enterprises includes a diverse range of businesses that include; Spoko Fuel, Two Rivers RV Park & Marina, Spokane Tribal Credit, Wellpinit Trading Post, T-Creek Lab, and T-Creek Research & Diagnostics. Under the general supervision of the Spokane Tribal Enterprises CEO, the Chief Operating Officer (COO) oversees and supports all administrative and operational functions of designated STE entities. The COO will directly supervise assigned General Managers. The COO provides leadership and direction to ensure excellent customer service, efficient and cost-effective operations, profitability, regulatory compliance, and asset protection. The COO will develop and implement strategies for business growth and expansion, in collaboration with CEO, Enterprise Board of Directors (EBOD) and Managers. This position requires professional level abilities to apply a wide range of administrative, technical, or managerial methods to solve operational, administrative, or technical problems. Requires general understanding of operating policies and procedures as well as the ability to apply these to complex administrative problems. Requires continuous close attention to details and the ability to produce accurate results even in high-pressure time-constrained situations. Duties and Responsibilities: * Develop and implement operational policies and procedures based on general policies and mandates adopted by EBOD. * Oversee and assure fulfillment of all administrative functions and activities including but not limited to, personnel, procurement, budget, accounting, records and property management systems, marketing, as well as compliance with Federal, State, Tribal and specialty regulatory requirements. * Exercise full range of supervisory duties for General Managers, defining and delegating responsibilities and authorities as appropriate, ensuring all functions and activities are completed. * Reports to the Spokane Tribal Enterprise CEO on a weekly basis, and/or when called upon for special meetings to meet deadlines that may change frequently. * Manage the preparation, on-going evaluation and updating of long-range comprehensive business plans for assigned Enterprise businesses. * Assist in the development and update of annual business operational plans for the Enterprises as required by the CEO. * Collaborate with Managers to develop, present and defend budget requirements tied to goals and objectives in STE business plans. * Oversee and monitor expenditures; ensure managers comply with financial standard operating procedures and exchange timely and accurate financial forms and reports. * Assist in the preparation, negotiation, implementation, and monitoring on a timely basis of contracts and cooperative agreements that will enable STE to achieve goals and objectives. * Responds to inquiries from a wide variety of sources (e.g. Enterprise employees, vendors, auditors, etc.) for the purpose of facilitating communication and/or providing guidance among several parties; and providing information and/or referral for addressing inquiry. * Maintain a close working relationship with the STE CEO to ensure the profitability and integrity of the Enterprises as well as to protect the Enterprises' assets. * Provide monthly status reports to EBOD covering operational, staffing, financial, facilities and equipment, as well as regulatory compliance updates. * Attend or conduct regular staff meetings for updates and to exchange information. * High comfort level in working with people from a variety of backgrounds and possess a diversity of skill set to effect change. * Must possess the knowledge and practical experience in business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership principles and techniques, directing and coordinating operational activities. * Must be able to establish long-range goals and objectives and specify strategies, actions, and timelines to achieve them. * Demonstrated ability to plan and direct others to accomplish complex major activities and report on operation and activities which are broad in scope. * Must be able to enter, transcribe, record, store, or maintain information in written and electronic form. * Must have an ability to combine pieces of information to form conclusions, establish relationships, or identify patterns or trends that may impact business activities or financial performance. Math and accounting skills to supervise manager's financial compliance and oversee the development and implementation of budgets and accounting systems. * Ability to speak informally to groups of coworkers, staff in other organizations and agencies as well as to the general public. * Must know how to interpret the meaning of information to others by translating or explaining what the information means or how it can be used. * Must be able to write clear, concise reports of information for others to easily comprehend and talk to others in a non-threatening and professional manner to convey information effectively and appropriately. * Must understand written documents and information and be able to present reports in a manner appropriate for the needs of the audience. * Ability to compose original reports, training and other written materials using proper language, punctuation, grammar, and style. * Must have an ability to combine pieces of information to form conclusions, establish relationships, or identify patterns or trends that may impact business activities or financial performance. * Knowledge and experience sufficient to supervise work that requires the operation of complex machinery and commercial equipment. * Attend technical or professional seminars or conferences to improve technical or professional skills and return with shared information to benefit STE. * Coordinate manager's and staff participation in training and professional seminars or conferences to assure workforce development and a skilled workforce for STE. * Perform other duties as assigned. Required Minimum Qualifications: * MBA as well as minimum ten (10) years of demonstrated business management experience in a comparable position in an entity that is substantially the same or exceed the scope and size and types of businesses that the Spokane Tribal Enterprises own and manage. * Prefer experience in service and hospitality industries. * Knowledge of Federal, State, and Tribal laws pertaining to operation of an enterprise on Indian trust land. * Valid driver's license * Demonstrated leadership skills * Candidate will need to be able to work flexible shifts and hours as well as respond during emergency situations. * Must pass a criminal and financial background check. * Subject to a 90-day orientation period. COMPENSATION This is a full-time/exempt position. Pay rate is $93,000 - $135,000 annual salary DOE/DOQ. Benefits package includes personal time off (PTO) (accrual rate determined by years of STE service), medical, vision, dental, life, and disability insurance and 401k.
