MWX includes company requirements for the observation, assessment, and mentorship of training unit staffs, and the video capture of key events for use during after-action reviews. There is a critical need to support MAGTFTC in the development, planning, and execution of assessments for the Force on Force (FoF) training during the MTX. One of several end states for the training is a timely, thorough, and informative assessment of the training unit against stated Mission Essential Tasks and training objectives designed by the MAGTFTC Commanding General. The Assessment Team Deputy / Site Lead Operations Manager (hereafter referred to as the Assessment Team Deputy) will support MWX assessments as well as the management and processing of travel and expense authorizations and requests as directed by the Obsidian MCAGCC Site Lead. The Assessment Team Deputy will accomplish this through comprehensive assessment processes and best practices focused on the design and implementation of specified performance metrics which will drive the assessment of the training units.The preferred candidate will be responsible for supporting the assessment team's detailed assessment strategy through direct coordination with MAGTFTC Training Directorate and appointed planners. This effort involves a continual interaction with assessment team personnel, external training personnel, and information systems experts. Additionally, this will entail the understanding and employment of remote camera and small unmanned aerial systems (UAS) in support of unit after action reviews. The Assessment Team Deputy will assist the Assessment Team Lead in all aspects of exercise preparation, to include AAR Cell processes and assessment design. The Assessment Team Deputy will also assist in procuring required gear and equipment. Staging, sorting, and loading equipment into non-tactical vehicles, planning, organizing, and conducting tactical resupply to the training areas, and accounting for and issuing both government and non-government furnished communications and other equipment for use during the exercise. It is anticipated that the Assessment Team Deputy will direct 70% toward assessment team duties, and 30% toward duties as Operations Manager for the Obsidian Site Lead.Key AccountabilitiesAssist the Assessment Team Lead in the design of assessment activities that support Service Level Training Event (SLTE) collection themes and AAR development.Assist the Assessment Team Lead in developing letters of instruction, orders, and standing operating procedures (SOPs) in support of the MWX.Assist Assessment Team Lead in the scheduling and work plans for Obsidian personnel is support of SLTE.Install and operate a system of remote video capture technology, to include stationary cameras and unmanned aerial systems (UAS) throughout an expansive military training center.Develop technical and mechanical solutions for the configuration and emplacement of remote video systems in support of SLTE exercise control and after action.Provide training support to the team on the technical operation and employment of remote camera and UAS systems.Assist the Assessment Team Lead in the coordination of MAGTF Training SME travel, attendance, logistics, support, and collection of observations in support of MWX.Assist the Obsidian MCTOG Site Lead with the receipt, review, and processing of all employee expense authorizations (EAs) and expense reports (ERs). Track both OSG-funded and Government-funded contractor travel budget expenditures during the period of performance and task order.Screen all EAs/ERs for administrative and accounting accuracy, and work with designated government contract management personnel to validate approval for travel funding in support of Obsidian's mission.Perform administrative and other tasks as directed by the MCTOG Site Lead.Qualifications Bachelor's degree in Educational or Business Field, or equivalent experience is desired.A minimum of 3 years' experience in a military training and education environment.Must possess thorough knowledge of the Microsoft office suite, online collaborative tools, social networking tools, and content management systems.Must possess knowledge of military doctrine, tactics, and command relationships at MAGTF or joint/combined command level as measured by actual operational force employment experience is required, and direct participation in real world operations is preferred.Direct participation in real world operations in deployment and employment of command and control methods and systems for the GCE is desired.A combination of education and experience that displays the requisite skillset is considered.Must possess familiarity with Marine Corps doctrine and contemporary strategic, operational, and tactical operations that govern MAGTF operations and processes and possess a working knowledge of information and knowledge management concepts and practices.Must have excellent written and oral communications skills.Must have the ability to attain FAA Small UAS Rule (Part 107) certification, which demonstrates understanding of the regulations, operating requirements, and procedures for safely flying drones.Must have the ability to research complex issues and develop comprehensive reports.Must possess self-motivation and a high level of discretion to work effectively and independently.Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.Physical Requirements and Work Environment Physical ability to:mount/dismount vehicles in a field environment.bivouac in field environment.climb/descend rocky mountainous terrain.perform job in hot desert environment.ascend/descend multiple of flights of stairs in urban training environment.lift and carry up to 75 lbs. over short distance (such as a loaded backpack).Work environment including but not limited to:Routine field/tactical environments.Occasional extended working hours/overnight bivouac will be required during execution of Force on Force exercises.Majority of work will be in garrison work environment.Schedule: M-F 0700 to 1700.Occasional extended working hours will be required.
